Arena only supports vertex lighting on the Permedia 2. The Permedia 2 is also 3DLabs' last graphics chip with Windows 95 support.
Both were released in mid and again were directed at the professional 3D and CAD application market. The Permedia 3, however, had more emphasis on being directed at gaming. Both are also Direct3D 6-compliant.

The Permedia 3 and GLINT R3 also introduced support for hardware dot product bump mapping, but this feature would not be extensively used in games until a year or so after its release. Other consumer-level graphics cards at the time only supported emboss bump mapping. Three retail cards based on this chip 3D Labs Permedia3 Create released: The Oxygen GVX1 featured a separate geometry co-processor known as Gamma G1 chip for performing transformation, clipping and lighting calculations, extending what the Delta co-processor performed in the Permedia and Permedia 2 series.
Likewise 3D Labs Permedia3 Create Delta, the Gamma G1 geometry co-processor is not optimized for games.

Their performance in professional 3D and CAD applications, however, is much better. Later card revisions added AGP 4x support - if purchased in a retail box, there usually will be an "AGP 4x" sticker present on the box to indicate such support. Overall, these chips are definitely not geared towards gaming. Such a change of mind in last moment could have been shower too cold for gaming ambitions of 3Dlabs, even if they bought CGL license to allow for 3D Labs Permedia3 Create Blaster compatibility.
Permedia can work with memory capacity from 2 to 8 megabytes. Above is earlier card, fabricated in IBM. Both cards came with 4 MB of memory, which is for reasons 3D Labs Permedia3 Create later not that much for 3d gaming. Actually applying that clock affects performance, so I think there is no 3D Labs Permedia3 Create, just an assumption of original SKU.
Delta also increased floating point and sub pixel precision. It was manufactured at IBM's 0. Delta boosted geometry performance of Permedia per clock not sustainably much better than that of Glint by factor of 1. And just like any hardware triangle setup it also reduces bus traffic. Experience First disappointment are errors caused by insufficient memory, so unexpected with 4MB of universal memory.
Default driver settings are not at all helpful for gaming.

To get 3D Labs Permedia3 Create compatibility disable rectangular allocator and enable texture compression for OpenGL. It isn't anything worthy of the compression name, it just effectively reduces textures into quarters. But without it, the Permedia will just drop almost all textures in GlQuake.
Pallete extension does not look very compatible here. It is possible to see all textures at least in default 3D Labs Permedia3 Create, though it is still not enough to enjoy regular game without some white polygons. Bigass demo is a different beast, some player skins were dropped and in the heat of explosions Permedia was often giving up on bilinear filtering.

Disabling texture modulation can help some d3d games to 3D Labs Permedia3 Create. These tests will be remembered as endless fight for more texture memory. See Permedia 3D gallery Quake 2 has own problems, transparency does not work and some polygons always turn black during explosions. There are games refusing to work in any case: Falcon 4.
Beyond the Frontier test and Whipeout completely freezes the PC. Sin would also, but Chromatic's wrapper is an alternative, even if badly looking.
The Sky texture of Lands 3D Labs Permedia3 Create Lore 2 suffers from blinking. To enjoy 32 bit textures on top of that one really has to go for a card with more memory. Resident Evil often suffers from large horizontal bars covering the actual scenes. Then there are all the issues caused by missing multiplicative blending operation.
You won't get to see any textures in Thief, Shogo and Warbirds.
